Approve minutes of Regular Meeting – April 17, 2006.
B. Denial of Claim – Akhil Pruthi (Finance)
The City has received a claim filed by Akhil Pruthi. The City’s claims administrator, Ward North America, has reviewed the claim and recommends that the City deny it.
Recommendation: City Council deny the claim of Akhil Pruthi.
C. Approval of Priority One Traffic Calming Study Stop Sign Placement (Public Works)
On March 7, 2005, the City Council approved the Traffic Calming Study and Implementation Plan, and directed staff to proceed with the Priority One improvements as soon as possible. The stop sign placement was not approved at the time the Traffic Calming Study and Implementation Plan was approved. This staff report requests that City Council approve the placement of eighteen (18) new stop signs. On April 17, 2006, the City Council approved the placement of nine (9) stop signs also identified in the Traffic Calming Study.
Recommendation: City Council:
1. Receive and file this report; and,
2. Authorize the placement of eighteen (18) new stop signs.

8. ORDINANCES
A. Ordinance No. 693 - Rotational Towing Services (Police)
This is a request for the City Council to consider Ordinance No. 693, an enabling Ordinance authorizing the establishment of towing regulations with provisions for a rotational tow list and the payment of administrative fees to the City.
Recommendation: City Council:
1. Waive reading in full and authorize reading by title only of Ordinance No. 693, and set for second reading; and,
2. Mayor Freeman read the title of Ordinance No. 693, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, ADDING CHAPTER 10.44 TO THE LOS ALAMITOS MUNICIPAL CODE RELATING TO ROTATIONAL TOWING SERVICES.”
B. Establishment of a new Parks, Recreation and Cultural Arts Commission Pursuant to City Council direction on April 17, 2006, the City Attorney has prepared Ordinance No. 694 which eliminates the Fine Arts and Cultural Affairs Commission and consolidates the duties of the Fine Arts and Cultural Affairs Commission with the Parks and Recreation Commission, thereby creating a new Parks, Recreation and Cultural Arts Commission.
Recommendation: City Council:
1. Waive reading in full and authorize reading by title only of Ordinance No. 694, and set for second reading; and,
2. Mayor Freeman read the title of O rdinance No. 694 “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, ELIMINATING THE FINE ARTS AND CULTURAL AFFAIRS COMMISSION AND CONSOLIDATING THE DUTIES OF THE FINE ARTS AND CULTURAL AFFAIRS COMMISSION WITH THE PARKS AND RECREATION COMMISSION, THEREBY CREATING A NEW PARKS, RECREATION AND CULTURAL ARTS COMMISSION.”
9. DISCUSSION ITEMS
A. General Fund User Fee Study (Finance)
The City Council has previously taken action to conduct a comprehensive review of the City’s General Fund User Fee Schedule. A Fee Study has now been completed by the Public Resource Management Group, and the Study’s findings identify a number of user fees that are recommended for adjustment. If adopted by the City Council, the increased cost for these user fee adjustments would be borne only by the users of identified fee-based activities. In addition, the City’s General Fund, which now heavily subsidizes many fee-based activities, would be relieved of a significant subsidy burden.
Recommendation: City Council:
1. Receive and file the report; and,
2. Form an ad hoc City Council subcommittee to conduct an in-depth review of the User Fee Study, and task the subcommittee to return a list of recommended fee adjustments to the City Council for consideration.
B. Integrated Law and Justice Agency for Orange County (PD)
Cities and County law enforcement agencies in Orange County have taken steps to increase efficiency and interoperability, and decrease unnecessary waste of staff time and costs by forming and instituting the Integrated Law and Justice Project. This staff report describes the historical aspects of this technology project, including the reasons and benefits of its formation, and the current request to execute a Joint Powers Agreement (JPA), which is a necessary form of governance not yet established.
Recommendation: City Council:
1. Approve Resolution 2038, entitled “A RESOLUTION OF CITY COUNCIL OF THE CITY OF LOS ALAMITOS APPROVING JOINT POWERS AGREEMENT FOR THE INTEGRATED LAW AND JUSTICE AGENCY FOR ORANGE COUNTY”; and,
2. Authorize the Mayor to execute the Joint Powers Agreement(JPA) associated with the City’s participation, and authorize the City Manager and/or Police Chief to execute any related documents consistent with the implementation of this Agreement; and,
3. Ratify the COPLINK System Use Policy, specifically authorizing the Chief of Police to execute the document and any amendments on behalf of the City.
C. Multi-Use Portable Building Purchase (Public Works)
This report recommends the acceptance of the bid from William Scotsman for purchase, delivery and installation of the multi-use portable building on the Community Center grounds.
Recommendation: City Council:
1. Accept the bid from William Scotsman in the amount of $151,636.87; and,
2. Approve the expenditure of up to $185,000 for this project; and,
3. Authorize the Mayor to execute the Agreement for the purchase of the multi-use portable building; and,
4. Adopt Resolution No. 2039, entitled “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS APPROPRIATING $23,682 FROM THE STATE PARK BOND FUND AND $63,318 FROM THE PARK DEVELOPMENT FUND FOR THE PURCHASE OF A MULTI-USE PORTABLE BUILDING.”
