A.                 Approval of Minutes                                                                        (City Clerk)

1.                  Approve minutes of the Special Meeting – May 3, 2010.

 

B.        Warrants                                                                                                (Finance)

            May 17, 2010.

 

            C.        Agreement for Animal Control Services between the City of Long          Beach and the City of Los Alamitos  Att1

                        The City of Los Alamitos has contracted with the City of Long Beach for          animal control services since Fiscal Year 2001-02. This item proposes a         two-year agreement for Fiscal Year 2010-11 & 2011-2012 with an option         for a four-year extension.

 

                        Recommendation:  Authorize the Mayor to execute the Agreement for             Animal Control Services between the City of Long Beach and the City of           Los Alamitos for the term July 1, 2010 through June 30, 2012.

9.            DISCUSSION ITEMS

 

            A.        Update from the General Plan Subcommittee    (Comm. Development)

                        The following report provides an update to the City Council regarding the        recent work of the General Plan Subcommittee.

 

                        Recommendation: Receive and file this report and direct the     subcommittee accordingly.

 

            B.        Approval of Artwork and Placement of Privately-Funded   Banners to   be Placed on Light Poles on a Portion of Katella Avenue and        Lexington Drive  Att1                                                             (Community Services)

                        A Los Alamitos resident, Nancy Karmelich, is seeking approval of artwork      and placement of privately funded banners to be placed on Southern          California Edison (SCE) light poles on a portion of Katella Avenue and         Lexington Drive.

 

                        Recommendation - Approve the artwork and the placement of privately-          funded banners on SCE light poles on a portion of Katella Avenue and    Lexington drive.

 

            C.        Consideration of Planning Commission Recommendation Regarding the LAFCO Report Regarding Boundaries Adjacent to Coyote Creek             and Adoption of Corresponding Resolution Att1 Att2      (Comm. Development)

                        This report summarizes the Boundary Adjustment Issue, completed     outreach and public hearings conducted and finally the joint discussion          between neighboring cities toward a resolution that jointly recommends limited changes to the original suggested changes by LAFCO.
            The recommended changes are incorporated into a resolution to be    adopted by the Cities of Long Beach, Seal Beach and Los Alamitos and forwarded to the Orange County Board of Supervisors.

                       

                        Recommendation: It is recommended that the City Council Adopt         Resolution No.  2010-04 initiating a Joint Boundary Adjustment Process    between the Cities of Seal Beach, Long Beach and Los Alamitos directing

 

1.      City staff to work with Orange County and Los Angeles County Local Agency Formation Commissions to process the Boundary Adjustment; and

 

2.      Supporting the County Boundary Adjustment; and

            Requesting the Board of Supervisors of Orange and Los Angeles County’s initiate the County Boundary Adjustment.

 

            D.        Resolution No. 2010-05 – Support of the California Jobs Initiative  Att1             (City Council)

                        The California Jobs Initiative is a statewide effort to suspend AB 32, also       known as the Global Warming Solutions Act of 2006, until California’s             unemployment rate drops to 5.5% for four consecutive quarters.

 

                       

                        Potential impact of AB 32 on businesses and families could result in a            devastating effect on the economy and increase in job loss. Council            Member Zarkos is asking the City Council to adopt the attached    resolution supporting the      suspension of AB 32.

 

                        Recommendation: Adopt Resolution No. 2010-05 entitled,        “SUPPORTING THE CALIFORNIA JOBS INITIATIVE.”

 

            E.        Capital Improvement Budget Adjustment – Carrier Row

                        This report reviews the potential, available funding for consideration of inclusion of ADA compliant ramps in the Carrier Row Neighborhood, and to modify the catch basin at Katella Avenue and Siboney Street.

 

                        Recommendations:  Direct staff to authorize an increase of $118,550 of funding for construction of the Carrier Row ADA access ramps and to modify the catch basin at Katella Avenue and Siboney Street.
