            C.        Approval of Plans and Specifications for the Highlands-Residential Street Resurfacing Project (CIP No. 09/10-002)                 (Public Works)

                        This report provides for approval of the plans, specifications and cost         estimates, and authorization to advertise and solicit bids for the Highlands-  Residential Street Resurfacing Project (CIP No. 09/10-002).

 

                        Recommendation:

 

                        1.         Approve the project plans and specifications for the Highlands-                                    Residential Street Resurfacing Project; and,

 

                        2.         Authorize staff to advertise to solicit bid proposals.

 

D.        Award of Professional Services Agreement with CBM Consulting, Inc., for Construction Management Services for Highlands-Residential Street Resurfacing Project (CIP 09/10-002) (Public Works)

This report provides a review of the consultant selection process and recommends awarding a contract for construction management services to CBM Consulting Inc., a wholly-owned subsidiary of KOA Corporation, for Fiscal Year 2009-10 Residential Street Resurfacing Project in the Highlands neighborhood.

 

                        Recommendation:  City Council authorize the City Manager to approve a                         Professional Services Agreement with CBM Consulting, Inc., in the amount of $49,750 for construction management of Fiscal Year 2009-10 Highlands-Residential Street Resurfacing Project.

8.         PUBLIC HEARINGS

 

            A.        Consideration of the Draft Comprehensive Update of the City’s Housing Element for the Reporting Period of 2006-2014    (Com. Dev.)

                        Consideration of General Plan Amendment No. 08-02 updating the City                           Housing Element for the Reporting Period of 2006-2014.

 

                        Recommendation: Staff recommends that the public hearing be     rescheduled to December 21, 2009 due to noticing requirements.

 

9.         ORDINANCES

 

            A.        Second Reading of Ordinance No 09-05 - Water Conservation Ordinance  Attachment 1                                          (Community Development)

                        At its regular meeting of November 16, 2009, the City Council conducted a                       first reading of Ordinance No. 09-05, the Water Conservation Ordinance.

 

Recommendation:   Adoption of Ordinance No. 09-05, second reading of an Ordinance, entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, AMENDING CHAPTER 13.04, ORDINANCE 538, OF THE LOS ALAMITOS MUNICIPAL CODE RELATING TO WATER CONSERVATION.”

            B.        Second Reading of Ordinance No. 09-07 - Water Efficiency Landscape Ordinance  Attachment 1                   (Community Development)

At its regular meeting of November 16, 2009, the City Council conducted a first reading of Ordinance No. 09-07, the Water Efficiency Landscape Ordinance.

 

Recommendation:    Adoption of Ordinance No. 09-07, second reading of an Ordinance entitled, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS AMENDING SECTION 13 OF THE MUNICIPAL CODE BY ADDING CHAPTER 13.05 REGARDING THE ADOPTION OF A WATER EFFICIENT LANDSCAPE ORDINANCE.”

10.          DISCUSSION ITEMS

 

            A.        Consideration of Residential Permit Parking Policy      (Public Works)

At City Council’s July 6th meeting, Mayor Pro Tem Poe requested that, due to the reduced use of the nearby Cottonwood Christian Church site, staff review modification of current parking regulations in the Old Town West area. The issue was referred to the Traffic Commission. The Commission determined the City has no policy guidance for removing or modifying existing permit parking programs. The Commission requested staff develop a residential permit parking program to address requests to establish, modify, or remove permit parking. The Commission has reviewed the proposed Residential Permit Parking Policy at its September 9th, October 14th and November 9th meetings, and recommends approval of the proposed policy.

 

                        Recommendation:

 

                        1.    Approve the Residential Permit Parking Policy.

                                                                                                                                                            2.    Rescind Traffic Commission Policy No. 2.

 

              B.       Consideration of Conducting Selected City Council Meetings at Historic Locations in Los Alamitos as part of the City’s Upcoming 50th Anniversary during 2010

The City of Los Alamitos will undertake several events during the next year to commemorate the City’s 50th Anniversary.  Staff is requesting that the City Council consider conducting City Council meetings during 2010 at historically significant locations in the City as method of acknowledging and commemorating the City’s history.

 

Recommendation:   Staff recommends that the City Council discuss the potential of conducting selected Council meetings during 2010 at historically significant locations in Los Alamitos, designate specific locations and provide direction to staff to coordinate and schedule such meetings.

                        This report provides relevant information for the City Council’s annual       reorganization, by the election of Mayor and Mayor Pro Tem.  The City’s        Charter requires roll call votes be taken for the election of these two    Officers.
