Staff is seeking support from City Council to develop and submit an application to the Southern California Association of Governments (SCAG) for Compass Blueprint Demonstration Project studying the Los Alamitos Boulevard and Katella Avenue Corridors.

 

Recommendation:  Adopt Resolution No. 2009-05, entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, PLEDGING COOPERATION AND SUPPORT FOR A SCAG COMPASS BLUEPRINT DEMONSTRATION PROJECT PROPOSAL.”

 

D.        Consideration of Establishing ‘No Parking’ - Katella Avenue, Lexington Drive to Midway Drive (Continued from April 20, 2009, City Council Meeting) Attachment: 1 2 3 4                              (Public Works)                                 

This item was rescheduled from the April 20, 2009 City Council meeting to provide staff adequate time to sufficiently notice business and property owners impacted by the proposed parking restrictions.  This is a request to consider various ‘No Parking’ areas on Katella Avenue, between Lexington Drive and Midway Drive by establishing red zones at various locations.

 

 

Recommendation: Approve Resolution No. 2009-04, A RESOLUTION OF CITY COUNCIL OF THE CITY OF LOS ALAMITOS ESTABLISHING ‘NO PARKING’ - KATELLA AVENUE, LEXINGTON DRIVE TO MIDWAY DRIVE.

 

E.        Employment Agreement-City Manager (Jeffrey L. Stewart)  (Attorney)

This report addresses the terms and conditions of a new Employment Agreement with City Manager Jeffrey L. Stewart.

 

Recommendation:   City Council approve the attached Employment Agreement for City Manager Jeffrey L. Stewart.

9.         PUBLIC HEARING/ORDINANCES

 

A.           Ordinance No. 09-02 - Modifying Chapter 17.16.100, Permitting Residential Air-Conditioning Unit Placement in the Required Side Yard Setback in the Single-family (R-1) Zoning District                         (Community Development) Attachment: 1 2-5

At its special meeting on February 9, 2009, the Planning Commission recommended City Council approval of Zoning Ordinance Amendment Z09-02, modifying Chapter 17.16.100, permitting residential air-conditioning unit placement in the required side yard setback in the Single-family (R-1) Zoning District (City initiated).

 

Recommendation:    

 

1.      Conduct a Public hearing; and,

 

2.      Waive reading in full and authorize reading by title only of Ordinance No. 09-02, and set for second reading; and,

 

3.  Mayor Edgar read the title of Ordinance No. 09-02, entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, APPROVING ZONING ORDINANCE AMENDMENT Z09-02 AMENDING CHAPTER 17.16.100 OF THE LOS ALAMITOS MUNICIPAL CODE RELATING TO AIR CONDITIONING UNITS IN THE SIDE YARD SETBACK AREAS IN THE SINGLE-FAMILY (R-1) ZONING DISTRICT.”

 

B.           Ordinance No. 09-03 – Modifying the Appeals Process in Chapter 17.68 of the Los Alamitos Municipal Code (Community Development) Attachment : 1 2-5

At its special meeting on February 9, 2009, the Planning Commission recommended that the City Council approve Zoning Ordinance Amendment Z09-01, modifying the Appeals Process in Chapter 17.68 of the Los Alamitos Municipal Code (City initiated).

 

Recommendation:    

 

1.      Waive reading in full and authorize reading by title only of Ordinance No. 09-03, and set for second reading; and,

 

2.      Approve Ordinance No. 09-03, entitled “AN ORDINANCE OF THE CITY COUNCILOF THE CITY OF LOS ALAMITOS, CALIFORNIA, APPROVING ZONING ORDINANCE AMENDMENT Z09-01 AMENDING CHAPTER 17.68 OF THE LOS ALAMITOS MUNICIPAL CODE RELATING TO THE APPEALS PROCESS.”

 

10.       DISCUSSION

 

A.           Adoption of Amended AB 1234 Compliant Travel and Reimbursement Policy                                                                                   (City Attorney)  Attachment: 1 1A 2 3 4

The state legislature adopted AB 1234 which, among other provisions, requires cities to adopt travel and reimbursement policies for certain officials. The adoption of this policy will apply to all employees and officials, and will ensure compliance with AB 1234.  The policy will replace the policy adopted by the City Council on February 21, 2006.

 

            Recommendation:  Adopt Resolution No. 2009-02, entitled “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS ADOPTING The City of Los Alamitos Travel and Reimbursement Policy".
